As regards the certification of products, the Highway Institute received the confirmation from the Federal Bureau for Standardization No. 04/1-152/22-88 dated March 9, 1988 whereby it was authorized to issue the certificates of compliance for crushed stone aggregate for concrete and asphalt in accordance with the Ordinance of compulsory certification of crushed stone aggregate for concrete and asphalt (Official Gazette of SFRY, No. 41/87). By provisional decree No. Pr 2-11/98 dated September 28, 1998 the Yugoslav Accreditation Body JUAT extended the authorization originally issued by Federal Bureau for Standardization whereby the Highway Institute continued to carry out jobs and assignments of certifying products – Certification of crushed aggregate for concrete and asphalt in accordance with the Ordinance of compulsory certification of crushed stone aggregate for concrete and asphalt (Official Gazette No.41/87) until the authorized organizations comply with the requests stipulated in the Standardization Law (Official Gazette FRY No.30/96) i.e. to be accredited at JUAT as Certification bodies for certification of products.
Director General issued the Resolution No.00-1976 on May 23rd, 2003 according to Item 65 of the Highway Institute’s Articles of Association, whereby the Certification Body for certification of products was set up.
Upon the Resolution on establishing the Certification Body and by preparing all the necessary documents regarding the rules and procedures of certification, the Highway Institute submitted the application for accreditation to JUAT.
In April and May 2003, the Yugoslav Accreditation Body JUAT conducted the accreditation procedure and thus accredited the company as the Certification Body for products.
The accreditation was carried out in accordance with the requirements stipulated in the Standard/Guidance SRPS ISO/IEC Guidance No.65:1999 General requirements for organizations which implement the systems pertaining to the certification of products.
The Yugoslav Accreditation Body JUAT issued the decree whereby the Highway Institute was accredited as the Certification Body for the following products:
- Crushed stone aggregate for concrete and asphalt
- Water-proofing materials impregnated with bitumen and bitumen membranes
In December 2012 the Accreditation Body of Serbia – ATS conducted the process of reviewing the accreditation of the Highway Institute as the Certification Body for products – crushed stone aggregate for concrete and asphalt in accordance with the Ordinance of compulsory certification of crushed stone aggregate for concrete and asphalt (Official Gazette of SFRY, No. 41/87).
In July 2015 the ATS issued the Resolution No. 320/2015 whereby the Highway Institute obtained a new certificate with the Scope of Accreditation 04-006, according to the new edition of standard SRPS ISO/IEC 17065:2013, valid from 6 July 2015 to 2 February 2017.
Having obtained the defined Scope of Accreditation on 6 July 2015, the Highway Institute is accredited for performing the following activities:
- Certification of products according to the regulations on compulsory certification: crushed stone aggregate for concrete and asphalt.
The Certificate of Accreditation according to the requirements of SRPS ISO/IEC 17065:2013 was awarded on 6 July 2015 and shall be valid until 2 February 2017 as well as the Scope of Accreditation.
